He has a proven track record in delivering housing projects and is passionate about finding innovative and effective planning solutions. Daniel also has a strong commitment to social responsibility, providing specialised advice to governments and facilitating disability accommodation for vulnerable members of the community.
With more than 20 years experience in the delivery of housing projects, Daniel has a strong interest in providing professional and lasting planning solutions to a diverse range of projects, with a combination of technical expertise and innovative thinking.

Ben Tesoriero
Company Director
Ben offers extensive experience in statutory planning, due diligence, development assessment, strategic planning advice and expert representation with over 20 years professional experience as a Town Planner in NSW. He oversees a wide range of projects from infancy to approval and is recognised for his ability to deliver quality planning outcomes. Ben has a broad range of experience in the delivery of local and state government projects.
Ben has a keen interest in delivering solutions to complex planning issues, maximising the potential of land to deliver quality outcomes for landowners, governments and the communities they represent. His interests also lie in decisions of the courts and their impact on daily planning practice.
As a Director at CPS he is responsible for overall staff engagement and management, company administration, financial oversight, quality control and systems improvement.

Brendon Clendenning
Principal Planner
Working as a Town Planner in both the public and private sector, Brendon’s extensive skills have been formulated working on a diverse range of projects of varying scope and scale. Brendon has overseen a number of large projects including development application approvals, construction certificates, modifications and Land and Environment Court appeals having worked in the industry for over 15 years.
Brendon has a specific interest in development strategies, associated with complex planning issues, and approaches to maximising the potential of land to deliver a positive outcome for landowners and their community. His interests also lie in decisions of the courts and their impact on daily planning practice. These interests drive him to uphold the highest standards in Town Planning practices.

Kimberley Kavwenje
Principal Planner
Based in our Frenchs Forest office in Sydney’s Northern Beaches, Kimberley is a highly accomplished Town Planner with a proven track record in a wide range of projects, including mixed-use, residential, seniors living, industrial and heritage developments. She brings a wealth of knowledge to her work, gained through over 20 years of experience in both the public and private sectors. Her experience with prominent councils like Leichhardt, Pittwater, Ku-ring-gai and the City of Ryde gives her a deep understanding of the planning system and invaluable insight into development assessment, strategic planning, and navigating local government processes.
Kimberley’s expertise extends to Land and Environment Court matters, where she acts as an expert witness and represents clients. Dedicated to her clients' success, Kimberley guides them through the complexities of the planning process and coordinates expert teams to deliver seamless and successful projects taking a practical approach to ensure projects move forward efficiently and effectively.

Scott McInnes
Principal Planner
Scott brings a wealth of knowledge to his planning work, gained through over 17 years of experience in both local government and the private sector. This diverse background has seen him involved in projects across Sydney and regional NSW, giving him a comprehensive understanding of the NSW planning framework, including development assessment, environmental planning, project management and community consultation for large residential and infrastructure developments.
He has served as an expert witness in numerous Land and Environment Court appeals, dealing with diverse planning matters such as bushfire prone land, riparian land, heritage items, contaminated land and endangered ecological communities. Scott is passionate about finding the balance between competing environmental factors, like bushfire protection and ecological conservation, and ensuring development is compatible with local character. He also maintains a keen interest in staying up-to-date with the latest Land and Environment Court decisions and best practices in planning assessment.

Sonya Constantinou
Principal Planner
Sonya is passionate about creating innovative and effective planning solutions that enhance the built environment and responds to the unique needs of each project. She has a successful history of delivering projects for a diverse range of clients, including local and state government agencies, developers, and non-profit organisations.
With over eight years of expertise in the NSW planning system, Sonya also brings valuable skills as a qualified Crime Prevention Through Environmental Design (CPTED) consultant. She collaborates closely with architects and clients to ensure building designs integrate crime prevention strategies, creating safer and more welcoming environments for everyone.

Anthony Jonker
Senior Planner
Anthony has experience in the provision of site feasibility advice, assessment of complying development proposals and the assessment and preparation of development applications for a wide range of industrial, retail, and residential developments. He brings over eight years of planning experience in the private sector, working under both the NSW and QLD planning systems.
With a particular focus in the disability housing sector, Anthony has contributed directly to the several successful group home development approvals via the complying development and development application pathways.

Tim brings a unique understanding of the diverse challenges and opportunities in the planning landscape, gained through ten years of experience spanning the public and private sectors. He began his career in Victoria, where he honed his skills in areas such as infill, brownfield & greenfield development and developed a passion for helping clients achieve their goals. Since relocating to Sydney in 2022, he has assisted CPS' clients within NSW and Victoria.
Tim thrives on building strong relationships with clients. He takes the time to truly understand their desired outcomes, ensuring that the solutions he provides are tailored to their specific needs and aspirations. His dedication to client satisfaction and his collaborative approach make him a valuable asset to the CPS team. -
Ellen Timmins
Senior Planner
Before relocating to Australia in 2022, Ellen managed the promotion of strategic development sites for up to 2,500 homes across the south of England for the UK’s leading mixed-use housebuilder. This experience, along with over 12 years in the planning and development industry, gives her a unique perspective on the challenges and opportunities in the Australian market. Prior to her work with the housebuilder, she worked as a Planning Consultant specializing in residential-led projects.
Ellen is experienced at providing feasibility advice on potential development opportunities and advising on planning strategy and policy implications, with a clear grasp of a commercial environment. With a background in architecture, Ellen has a keen interest in placemaking, and works collaboratively with architects and project teams to achieve high-quality design solutions.

Kalinda holds a Bachelor of Architecture and Environments and a Master of Urban and Regional Planning. These qualifications, coupled with four years of private sector experience working with diverse clients including local government authorities, state government agencies, developers and non-profit organisations have provided her with a strong foundation for understanding the complexities of the built environment. This multidisciplinary background enables her to approach planning challenges holistically, considering the social, economic, and environmental impacts of a project, as well as the aesthetic and functional aspects of creating vibrant and sustainable spaces.

Director – Landscape Architecture & Arboriculture
Greg has worked on a diverse range of projects of varying scope and scale, encompassing the fields of urban design, infrastructure, environmental, planning and heritage related projects. This breadth of experience is backed by over ten years working as a Consultant Arborist, Landscape Architect and Project Manager. His interests cover all aspects of design, with a particular emphasis on sustainable design and environmental sensitivity.
Greg’s skills in landscape architecture are complimented by a Diploma in Arboriculture providing a broad depth of knowledge when it comes to integration of vegetation planning and analysis in the urban setting. In addition to his experience and skills, his main strength lies in the delivery of a consistent, high quality output and an innovative, site specific response to project design.

Matthew is a dedicated Arborist Assistant who specialises in tree identification, inspection, and assessment on both private and public sites across metropolitan Sydney. He is rapidly developing his expertise in the field, with a focus on residential development and council tree inventory projects, where his keen analytical skills allow him to contribute to comprehensive arborist reports.
Matthew holds a Bachelor of Arts (Politics) and a Bachelor of Laws from the University of Wollongong, demonstrating his ability to analyse and synthesise information from diverse disciplines. He is currently pursuing a Certificate III in Arboriculture and plans to further his expertise by completing the Diploma of Arboriculture.
